Of course expecting translations to always be at or near 100% is
unrealistic, but some translations are a year out of date (Swedish,
Portuguese, Hindi, etc),  10% complete (Lithuanian), 30% complete
(Serbian).  Advertising support for these languages may be misleading,
and including them in the distribution adds  size to the installation
package (that's why on Linux BleachBit cleans localizations).  For a
few languages I've tried posting "help wanted" jobs at
SourceForge.net, but without success.

Is a partial translation better than none?  Any thoughts on dropping
languages that are older than X days or less than Y% complete?  What
do other software packages do?
