These templates are created automagically because these 3 GCC versions are in Oneiric repositories. Anyway, GCC have to be translated upstream, not in Ubuntu/Launchpad. Please see http://gcc.gnu.org/translation.html and http://translationproject.org/html/welcome.html In fact, unless Ubuntu dev made some specific UI changes to this specific software, you should not translate any template witch has "ubuntu/VERSION" in it's URL. The relative translations are handled somewhere else.
