This is because hackergotchis and person icons are served over HTTP, when they should be served over HTTPS like the rest of the site. <https://launchpad.net/bugs/30370> As a workaround, you can block those images by selecting "Tools" > "Internet Options..." > "Security" > "Internet" > "Custom Level..." > "Miscellaneous" > "Display mixed content" > "Disable".

As for Internet Explorer compatibility in general, the best way people can help with that is to fix the bug that prevents me from testing Launchpad in Internet Explorer. <https://launchpad.net/bugs/37976>
