I agree -- a single sentence at the right place will often work better than any number of paragraphs in a separate document.
For example, if you're about to post an answer on Ask MetaFilter <http://ask.metafilter.com/>, right below the comment form are four short sentences:
Ask MetaFilter is as useful as you make it. Please limit comments
to answers or help in finding an answer. Wisecracks don't help
people find answers. Thanks.
Yahoo Answers, not quite as good IMO, but a similar idea:
No spam please! When in doubt, please refer to our _Community
Guidelines_.
A thorough set of guidelines would be useful, though, for giving
legitimacy to the deletion of spam/offensive comments.
