The blueprints listed there are the ones which are marked as started
(definition status == APPROVED and an implementation status which means the
implementation has started[1]).

Once your blueprints are marked as implemented (the last status on a
blueprint's life) they'll disappear from that list, but new ones will
show up only when you change their implementation status to something
meaning that the implementation has already started[1].
