It's not that bad, because upstream translations are included in unstable releases, which get into Gutsy packages, and by extension, into Launchpad. The only problem is that this happens with separation of around one month per release (for GNOME modules, not sure how often KDE or other packages get into Ubuntu). However, this is indeed a problem, and having proper synchronisation with the upstream is one of the goals, and also my pet peeve: I also run the Serbian GNOME Translation team, and it is my goal to be able to translate GNOME using Launchpad. One solution springs up right away, and that's integrating source code imports with Launchpad Translations. Not entirely, but we are going in the right direction, step at a time: 1.1.6 release (due at the end of June) is going to have filter on the translate page to detect messages changed from the upstream, so they'll be easy (or at least easier) to revert. Also, we'll put more emphasis on the string which is coming from the package (which is usually the same thing as upstream, but not always). Also, if you worry about doing duplicate work, I suggest working on Feisty, since we'll migrate anything new you do to Gutsy as well.
