I've gotten slower than that from us.ubuntu.com. On multiple occasions (and I don't mean during the Gutsy release, it was a few weeks prior) I had download speeds from that server where the speed was measured in bytes, usually around 500-600 bytes per second when it's below 1K. And I'm sure it had to be the server, because it's not like I'm on dialup (and even if I was...); I'm on a fiber optic connection where I can easily pull megabytes per second when dealing with a server that can handle it (4MB/s down from osuosl for an iso and one of my friends did 8MB/s down getting an iso from Usenet).
