Yes, the installation of the plugin is something that has to be done
on the bugtracker's side. We won't just start spamming the upstreams;
that's the last thing we want to do.

Yes, I agree, that would be good functionality to add. I've filed
http://launchpad.net/bugs/260984 about this.
