We tracked down the problem: https://bugs.launchpad.net/rosetta/+bug/410293 We have a fix for it already, but it's triggered only by certain KDE package uploads where the uploader has their email set as obsolete. Imports are now going on at a much faster rate, though we do have another 37k files to process in the backlog (it grew to 55k files during the "slowness").
