Probably the most important purpose is to match file paths (which are
pretty much all we get when you upload manually) to template names and
translation domains in the system. For new templates we also perform
some sanity checks in project setup, licensing, data validity, etc.
The automatic process can take hours on a bad day, mostly because there
is so much data to process. We're hoping to eliminate a significant
portion of that data churn with Launchpad's 10.02 release, so that

(Don't be _too_ shocked by the age of the top entries shown there; some
of them are artificial, and a majority of the rest is stuff that really
doesn't need to be reviewed any more—approximately the portion that
we're hoping to cull after the next release).
Manual review, needed when automatic review fails to sort out the
situation, takes much longer. If you follow the documentation, however,
you should only have to go through manual review once per template.
Subsequent updates of the same template should be handled purely by
automatic review.
The single most frustrating obstacle as an upstream (attempting) working
with Rosetta, is this delay every time I need to synchronise a set of
templates.
Are you uploading manually? If so, try importing your templates from a
bzr branch instead! That is the recommended way of working nowadays.
Working from a branch gives Launchpad more complete and consistent
information about what templates you have. Because of that, and some
horrible historic special cases we can afford to ignore there, approval
is much faster. It also saves you the context switch to the web
browser. I'd be very interested to hear how it works for you.
Why can't we be in control of our own translations, and let me verify
and approve my uploads?
There is a lot more that we'd like to let users do for themselves. The
single biggest problem is finding time to design and implement it!
