If the relevant .orig.tar.gz is present in neither the _exact_ PPA you
are uploading to nor Ubuntu itself, you should include it in the upload.
Use the -sa (include it) or -sd (don't) options to dpkg-buildpackage or
debuild to override the default guessing based on version number.
