Richard, Thanks for analysis. I had tried Google search but it seems the results were biased because of my search history.
Our PPA does not have old version. Only the central download page in launchpad [1]. Also my observation is that Windows installer exe is getting downloaded more frequently than the source distribution. That is why I had a hunch that it is some third party website linking directly to specific file.
