Neither. Only the branch owner can merge into his branch. The branch is
usually owned by the maintainer, or the series release manager, which is
why you might think roles were involved.
If you want to have a group of people able to push to a branch, you can
create a team and have the branch owned by the team. That way, any
member of the team will be able to push to that branch.
