That probably means that you need to build the source package using "debuild -S -sa" rather than the usual "debuild -S", to tell dpkg-genchanges that it needs to include the .orig.tar.bz2 file in the upload. This is normally autodetected, but not if there's a previous changelog entry starting with "1.59.0-", in which case the tools assume that the (potentially large) .orig.tar.bz2 has already been uploaded to the target archive and don't reupload it by default.
