The problem turned out to be that I was using winutil.llb to restore a
window. This was downloaded from ni.com and had worked previously on
other packages. I had to use the llbToDir utility to extract the
offending files as they were from an earlier version of Labview and
then change my vi to point to these files instead of the llb. Labview
was then able to update the files to the latest version and the
problem was resolved (at least on one machine. I still cannot build
the app on another machine)
