Dave, I think that your best bet would be to access a TWAIN driver from LabVIEW. If you go any lower-level than this, you will need to know a lot more about your scanner than you probably care to learn.
Alliance Vision sells a library that contains the LabVIEW / IMAQ Vision Vi's for TWAIN protocol.
