J�rgen,
This appears to be "feature" of the tree control and it is documented in the LabVIEW 
User Manual.  Actually, you don't even need to use the Ctrl(Strg) Key.  "." and "," 
will change the parent/child levels by themselves.  This is for a US keyboard and 
corresponds to "<" and ">" which are located on the same keys.  I guess NI was 
thinking that "<" and ">" should change item levels or maybe it is just a coincidence 
that they are located on the same keys as "," and ".".  The semicolon ";" has no 
effect but maybe for a German layout it is as you describe.

There doesn't appear to be a way to disable this unless it is through an undocumented 
ini setting.  I don't think you'll have an option for edit mode, but if you are using 
LabVIEW 6.1 or above, you can use an event structure to filter out the "," and "." 
when the VI is running.
