I just got a reply to this question from a friend of mine, the theory goes
they make it illegal so if anyone has an encounter they can be arrested and
the first thing that happens is that they are debriefed (interrogated) by
the NSA as even though they don't exist aliens and saucers are a National
Security issue.
Also I have just finished reading a manuscript about The Majestic 12 group
set up by president Truman (after Rosswell), of course that doesn't exist
either.
