You are exactly right.  Clinton was trapped by his own rhetoric.  According
to "Spin Cycle," Clinton actually took a secret poll before intervening in
the tobacco negotiations.  Maybe that is comforting to those who believe in
democracy.  Morals are very relative in this administration.
