To repeat myself ad nauseum it is NOT the tape that tells the whole
story. When you see the tape you are seeing the so-called violence out of
context.  As for the police dept. now using the RK video in its training,
I don't doubt it.  Police procedures, like laws, evolve over time and are
altered.  For example Powell was too inexperienced with the techniques
for subduing arrestees to have taken part in subduing King.  The tape
would be a usefuol tool in demonstrating that fact.
