This is true in simple cases, where all units are compiled with the same
settings.
As soon as you work with several projects or units with special settings like
compiler flags, i18n, fpdoc, libs, etc, using packages is recommended.

Then either you have a typo or use an unsupported file system trick or found a
bug.
Which unit A does not find which other unit B?
Did you check the File Settings / Unit info paths of A?
