'Custom Program' is for bare sources, because many automatic features of the IDE
are turned off. This is useful for example for sources created/edited by other
IDEs and lazarus should only be a better text editor.

The term 'settings' is hardly used in lazarus. lazarus uses 'options' like
Delphi.

0.9.26 will include it and 0.9.28 very probably too.
It will be be included as long someone maintains it.
