Hi,

Lazarus currently use UTF-8 encoding on all platforms and LazReport was using 
xmlcfg unit for storing now it uses xmlconf unit. On windows for example, 
saving UTF-8 texts were treated as if they were on system encoding so double 
convertion occurred. Such reports may fail to show normally when using external 
tools, or made crossplatform reports difficult. This is not a problem for 
reports using plain ascii.

In r16950 this double encoding is fixed, LazReport now expect reports to be 
normally encoded. This will probably brake some documents, to help to fix them 
I made a tool which can read old reports and do re-encode, it can make backup 
of current reports but it's always wise to do your own backup to minimise work 
loss :). The tool can be downloaded from here

only tested under windows, use it on your own risk :), and remember that it 
require lazarus r16950 or later).
