Menus works well on wince. Nobody ever compined about that. If something do not work on your project, try to create new project and test it.

Your form or project can be locked. It prevents autogeneartion of .inc files. Check Locked property for TKOLProject and TKOLForm components. Also use release version of Lazarus 0.9.26. I do not test KOL-CE with trunk version of Lazarus and it can be incompatible...
