The LCL doesn't offer an automatic feature for that. You have to do it yourself - use different image lists for different scaling or load external images in the wanted scaling. The IDE does the same.
I don't know if an automatic solution (one multi-resolution image list) is even possible - because e.g. some Win32 controls require usage of the Win32-native imagelist.
