It is an existing feature. svn2revisioninc tries to use svnversion, a
program distributed with svn clients, if it can find it.
This is the output of svnversion, if the lowest revision of a
file/directory is r19346 and the highest 20714 and you have some
modified file (M).
This can happen if you checkout trunk revision 19346 (or head two months
or so ago) and then did a svn update in trunk/lcl today and have some
uncommitted or unapplied patch in your working copy.
