I searched, and seems the problem is in server side.
You can try the svn mirror from the fpc team:
http://svn2.freepascal.org/svn/lazarus/trunk
Or the one at sourceforge, less reliable, because the connection to the sf server is
lost sometime when syncing and a lock remains, but the sf mirror support https too:
http://lazarus.svn.sourceforge.net/svnroot/lazarus/trunk/
and
https://lazarus.svn.sourceforge.net/svnroot/lazarus/trunk/
