No blocking is done.
There is, however, an issue with some ISPs. The router to our ISP has a
non-standard packet window size. Not all routers from other ISP's can handle
this. This results in e.g. ping working fine, but WWW access does not work
(in fact, anything requiring a packet >14xx bytes)

I don't think it's a bandwidth issue on my side. Windows tells me
now that my wireless signal strength is "Excellent" and my
connection speed is 54.0 Mbps. I also don't have this problem with
any other Web site that I've tried in the last few weeks.
