I don't understand 'not orthogonal' in this sentence. What meaning does
orthogonal have apart from 'being at right angles to' ?

Any one of two orthogonal entities cannot be represented by using other
one .
In a programming language it means an orthogonal sentence can not be
expressed by using other sentences .
As a corollary < not orthogonal > means , it can be expressed by using
other sentences .
Thank you very much .
