There are standards from W3C and even a validator: http://validator.w3.org/
He meant the development itself. The resulting HTML is of course
standardized. But it's not exactly as if there is 1 tool to create
webpages.
But the only website which I extensively developed (
http://www.braillevirtual.fe.usp.br/ ) does not validate in it,
because when I changed it to validade, it stoped working in Internet
Explorer =) Similarly if you fix some stuff to work in IE it may break
Firefox ...
