How to fix it, I don't know; but it was an issue that first arrived with W2K (NT and W9x were fine). I can't remember how I resolved it with Delphi; but clearly the GTK authors have the same issue with their underlying abstractions.
Tbh tho', it's not something I've noticed with GIMP on XP; but that's not to say that it's not there! But does anyone know about the issue, that modal dialogs show *below* all other windows? That applies for the code-completion-drop-down-window too. It happens for me, running gtk2 on Windows (Vista) using the gtk libraries that came with gimp. E.g when I close the ide , the "save project" dialog is hiden behind the source-editor. But the source-editor is locked (because a modal form is shown), so I cannot move it away. If I click another app in the task bar, and then back to Lazarus it will (most often) be ok. Same for the find-dialog, enviroment, .....
