The reason seems to be that some people are only subscribed to the Lazarus list and can not be bothered to subscribe to the FPC lists as well. So they need a Lazarus list to discuss the stuff that is off-topic here. And what you call fragmentation other people call order (yeah, we germans can be a little anal when it comes to this).
