[Lazarus] IDE window positions

In my multi-monitor environment (Win7) the second (upper) monitor has 
negative Y coordinates. This seems to prevent IDE windows restored to 
that monitor. I could not figure out whether the negative coordinates 
are supplied by the OS/widgetset, or are calculated by the LCL.
