The package "FCL" is the base for all design time packages. The
LCL uses it too. The IDE will now automatically compile it if needed.
Therefore it was removed from the "Configure build Lazarus" dialog,
where it was called "package registration".
This was the last special package. Now you don't need the "Configure
build Lazarus" dialog anymore for cross compiling. Simply switch the
target in the project options and press F9. The IDE will automatically
cross compile all Lazarus packages if needed.
