My idea (but I havent got the time) would be:
- if the lazarus directory was not given on the command line 
  and if the exe is in a lazarus directory 
  and the setup directory is a different one, 
  lazarus shows the setup dialog.
- Since startlazarus passes the command line options too, it must do
  the check too.
