I can confirm this unpleasant behaviour. It also occurs when a package
doesn't compile due to errors.
This warning comes for LCL, codetools, synedit, lazcontrols and IDEIntf.
You can not uninstall them.
Otherwise you found a bug.
The problem may be the dummy package, that refuses to uninstall.
