An older servo distro we've got around here has neither lsb_release nor the xdg utilities, I've not checked either of the Solaris systems. Looking at machines in my workroom, all of the Debians currently running have both, except for one Lenny which doesn't have lsb_release- other Lennies have it.

So while the utilities are undoubtedly useful and underused, it's clearly important to have some sort of fallback if they turn out not to be available.
