IMHO: (for 1.0, as this seems not like a trivial task):
- define and implement a help viewer interface (this might be based on
the "external Tool" interface or on packets that need recompilation)
- provide a version of the online help viewer that adheres to this
interface
- (if you think you must) provide a version of the CHM viewer that
adheres to this interface
(the rest of my suggest is targeted towards Greame)
- provide a version of DocView that adheres to this interface
- provide a fool-proof way, usable by everybody, to create all inf
files from the current sources
