You may want to look at what PPPoE really is and how "dialing" works in that case: http://en.wikipedia.org/wiki/Point-to-point_protocol_over_Ethernet explains it quite good. Afterwards reading the defining document: http://tools.ietf.org/html/rfc2516 will give some more exact requirements. IMHO it boils down do opening a network socket and sending some special packets - that would be pretty easy ...
