There were all converted to <notes>, were they not?
Even if so, moving a note out of its context invalidates the note.
E.g. "the following doesn't look correct" is quite meaningless, when
followed by nothing.
Or what's this:
<notes><note>!?</note>
</notes>
instead of
<descr>The overridden method may fail when the
TScrollingWinControl has only one scrollbar[!?]
</descr>
