TargetOS and CPU defines the used compiler, a lot of
defines, search paths and IFDEFs.
You can not have two different Target OS/CPU settings active at a time.
So the project's settings win.

The target OS/CPU settings should be removed/hidden on the package
compiler options.
Feel free to create a feature request.
