That would not be necessary I think. We have some crude widestring mangager for win9x (win9xwsmanager) in fpc. We have lazutf8. They work OK on win9x now AFAIK. It would also mean that calls to SysToUTF8, FindFirstUtf8 in user code must be ifdef-ed to not be used with win9x?
