WinCE is unfortunately a dying breed, but there are still millions of devices out there running WinCE (hand-held scanners, PDA's like my own etc).

You could also take a look at fpGUI Toolkit. Paul Breneman put together a small fpc+fpgui archive (2-4MB download) to get you started really fast. Unpack, and you are ready to compile - no other installation required. With fpGUI on WinCE you also get very small executable sizes as a bonus.

Going the Qt route as you mentioned, would require extra runtime libraries etc, where with fpGUI and LCL you don't. So deployment with the latter two is easier and smaller.
