I update Revision 43104 and bug fixed.

"Configure toolbar","Jump to", "Insert from character Map...", "Open
package of Current unit", "options" etc menu items.
When resources move to fpc, some glyphs lost. And that picture show
red colored, sometime empty, sometimes any icons showing. If Menu Item
on IDE main menu, icon show, but other menu item, exam. Refactoring
popup menu no icons, add to editor toolbar this menu item, has
problem. Proble is not showing or wrong icon showing
