I'm not sure what exactly you mean here.
Here I menat that for a *new project* the user might be willing to choose e.g. either UTF-16 (sometimes easier to use) or utf-8 (sometimes faster and less memory overhead) for his own code, while the RTL might be done specifically in favor of the OS.
