You need to set LCL widget type in 'Tools / Configure Build Lazarus'
to 'qt', otherwise it will use 'carbon'.
Opened packed is getting IDE's widgetset. I'm using allways terminal,
some times for test make IDE to carbon i386, or QT x64. if "Normal IDE"
mean default IDE or IDE builded with this settings why I have to set
every time?
my suggestion is, default or "normal IDE" LCL widget type, Target OS,
Target CPU set to _*what IDE builded*_ with LCL widget type, target OS,
Target CPU
