Until recently, I lived in South Africa, and that is not the place for reliable fast internet. 384Kb broadband is still very popular there, and 3G gives a bit more speed (around 1Mb) but very expensive.
Even now with fast internet, I still prefer offline help systems, desktop applications to cloud based apps. I was just in awe of what some developers have accomplished with web technologies - a far cry from web pages 10 years ago.
