This is about a scalable vector graphics format. The idea is not to change the graphics design but to make everything scalable. Sandro mentioned this idea to me privately, too, after having very small icons in a Windows 8.1 machine. I think it is a good idea but technically challenging. It involves choosing a graphics library etc. Sandro, could you please take lead in this issue. You are a talented graphics programmer after all. Make a plan and discuss it here. None of the current core developers is working on such issues, thus (difficult) questions may not be answered. When learning code, questions come up and usually they are answered, but after certain point nobody has answers. You just have to figure things out by yourself.
