No, there is only the SourceForge download count, but even that is on enough because it doesn't take into account any SubVersion or Git repo users, OS package installs (from Linux distros and FreeBSD) etc. There simply isn't a way to accurately determine the number of active FPC or Lazarus users. This is the general case for all open source software.
