One solution: Start the IDE, configure it to your liking. Close it and remove the <Recent> element in ~/.lazarus/environmentoptions.xml and any other option you don't want to publish. Copy the environmentoptions.xml and editoroptions.xml files to /etc/lazarus/. These are the templates used when the IDE starts. After closing the IDE or before you log out delete the ~/.lazarus directory.
